Mechanical & Piping Estimator
Job Description
• Minimum 5–10 years of Mechanical & Piping Estimating experience in EPC Oil & Gas projects. • Experience in Brownfield and Greenfield projects. • Proven experience estimating piping and mechanical EPC projects. • Experience conducting Brownfield site surveys. • Experience preparing preliminary engineering layouts. • Experience preparing material take-offs. • Experience estimating fabrication and construction manhours • Bachelor’s degree in mechanical engineering. • AutoCAD Experience is advantages. • Experience in Navis Works Experience • Minimum 5–10 years of Mechanical & Piping Estimating experience in EPC Oil & Gas projects. • Experience in Brownfield and Greenfield projects. • Proven experience estimating piping and mechanical EPC projects. • Experience conducting Brownfield site surveys. • Experience preparing preliminary engineering layouts. • Experience preparing material take-offs. • Experience estimating fabrication and construction manhours • Experience with BP, SOCAR, ADNOC, Shell, TotalEnergies or similar clients is advantageous. • Experience in shutdown and tie-in projects is highly desirable
Key Responsibilities
- Work safely in compliance with ISO 9001:2015, ISO 14001:2015, ISO 45001:2018 and company HSSE requirements.
- Report any HSSE, Quality or Compliance concerns immediately to the line manager.
- Review Invitations to Tender (ITT), technical specifications, drawings, BOQs and client documentation to establish the complete project scope.
- Conduct Brownfield site surveys to verify existing facilities, collect field data, identify constraints and validate tender information.
- Develop preliminary piping and mechanical engineering concepts to support tender submissions.
- Prepare accurate material take-offs and labor estimates using recognized estimating methodologies.
- Produce competitive and technically compliant project cost estimates within tender deadlines.
- Support continuous improvement of estimating systems, databases and productivity norms.
- Tender Review
- Review ITTs, specifications, contract documents, BOQs and client requirements.
- Identify tender deliverables, assumptions, exclusions and commercial risks.
- Attend internal bid kick-off meetings.
- Prepare technical queries and clarification requests.
- Brownfield Site Surveys
- Carry out site surveys at operating plants and facilities.
- Verify existing piping systems, equipment and tie-in locations.
- Assess access requirements, lifting requirements and construction constraints.
- Identify live plant interfaces and shutdown requirements.
- Gather dimensional information required for estimating.
- Prepare site survey reports including photographs and marked-up drawings.
- Identify demolition, modification and temporary works requirements.

- Prepare detailed quantity take-offs from:
- P&IDs
- General Arrangement Drawings
- Isometric Drawings
- Plot Plans
- Mechanical Layouts

- 3D Models (where available)
- Material Cost Estimation
- Prepare complete material schedules.
- Obtain quotations from approved suppliers.
- Compare supplier quotations.
- Evaluate commercial and technical compliance.
- Recommend preferred suppliers.
- Develop material cost summaries.
- Labor Estimation
- Prepare detailed labor hour estimates for:
- Pipe Fabrication & Installation
- Welding, NDT, PMI & Fit-up
- Structural Fabrication & Erection
- Equipment Installation, Rigging & Alignment
- Hydrotesting, Pneumatic Testing, Flushing & Chemical Cleaning
- Blasting, Insulation
- Scaffolding or Rope Access
- Temporary Works
- Preservation & Reinstatement
- Mechanical Completion Activities
- Tender Preparation
- Prepare pricing schedules.
- Support to prepare the Bid Schedule
- Prepare technical qualifications.
- Prepare commercial assumptions.
- Prepare exclusions.
- Develop value engineering proposals.
- Participate in bid review meetings.
- Support clarification meetings.
- Support post-tender negotiations.
- Prepare Labor, Equipment & Materials Estimation and Cost Estimation
- Coordinate with Engineering, Procurement, Construction, and Commercial departments during bid preparation.
- Coordinate with vendors and subcontractors as required.
- Identify commercial and technical risks and recommend mitigation measures.
- Maintain estimating databases, productivity norms, and historical cost records.
- Maintain and update estimating databases, productivity rates, unit costs, supplier pricing, and historical cost information.
- Provide technical and commercial support during bid clarification meetings, negotiations, and post-tender discussions.
- Project Handover
- Following award:
- Explain estimate basis.
- Transfer estimating documentation.
- Explain assumptions and exclusions.
- Participate in project kick-off meetings.
- Support the Project Team during mobilization.
- Authority
- Stop work at any time if there are concerns about HSSE, Quality or when there are any deviations from the approved work plan.
- Request additional information required to complete estimates.
- Reject incomplete or technically non-compliant supplier quotations.
- Recommend preferred suppliers and subcontractors.
- Escalate technical or commercial risks to management.
- Recommend value engineering opportunities.
